Очередная попытка "защитить" вкладчиков в Евросоюзе

Европейский союз уже почти три года пытается принять закон, который заставит государства блока нарастить фонды гарантирования банковских депозитов, которые отсутствуют в ряде стран или являются явно недостаточными для покрытия убытков в размере до 100 тыс. евро на вкладчика.

Как пишет The Wall Street Journal, в значительной степени затягивание решения объясняется тем, что до текущего года европейские банки и вкладчики не сталкивались с реальной угрозой потери денег. Во время кризиса банки получили помощь от государства, и владельцы всех депозитов (даже те, у кого на счетах было больше пороговых 100 тыс. евро), и держатели приоритетных долговых обязательств кредитных учреждений чувствовали себя защищенными. Исключением стала лишь пара небольших датских банков.

Ситуация резко изменилась после спасения Кипра: власти островного государства заключили сделку с ЕС и Международным валютным фондом, согласившись на разовые сборы с владельцев крупных депозитов в обмен на спасение страны от банкротства.

В понедельник Европейский парламент обсуждал законопроект о защите банковских депозитов. Группа законодателей в экономическом комитете Европарламента всецело поддержала идею того, что с 2016 года крупные вкладчики в ЕС могут нести убытки, если у банка начнутся серьезные проблемы.

Согласно предложению ЕС, банк будет брать деньги с крупных вкладов, превышающих 100 тыс. евро, когда исчерпает другие пути привлечения средств,
например, от акционеров и держателей облигаций. Но депозиты ниже пороговой суммы будут неприкосновенны.

Ряд стран, а также Еврокомиссия и Европейский Центробанк выступают за то, чтобы сначала перекладывать убытки банков на держателей их приоритетных облигаций и прибегать к ограблению вкладчиков лишь в качестве последнего средства.

Законопроект подразумевает создание национальных фондов решения проблем, финансирующихся посредством банковских взносов. Некоторые законодатели требуют создать общеевропейский фонд, и Еврокомиссия должна предложить схему такого фонда в ближайшие месяцы. Однако Германия, на которую, как на крупнейшую экономику региона, обычно ложится основное бремя спасения соседей, выступает решительно против подобного фонда.
