Госдолг еврозоны достиг рекордных 90,6% ВВП

Государственный долг 17 стран Евросоюза, использующих евро, в 2012 году составил рекордные 90,6% ВВП по сравнению с 87,3% в 2011 году и 85,4% в 2010 году, свидетельствуют опубликованные в понедельник данные Статистического управления Европейского союза (Eurostat). При этом сводный дефицит госбюджета еврозоны снизился с 4,2% ВВП до 3,7% ВВП.

Госдолг всех 27 государств ЕС вырос с 82,5% ВВП до 85,3%, бюджетный дефицит опустился с 4,4% ВВП до 4%.

Совокупный объем ВВП еврозоны по итогам 2012 года составил 9,49 трлн евро в рыночных ценах, Евросоюза — 12,9 трлн евро.

И задолженность европейских государств, и сальдо их бюджетов по-прежнему существенно выше уровней, допустимых по общеевропейскому законодательству, согласно которому госдолг не должен превышать 60% ВВП, дефицит бюджета — 3% ВВП. Вместе с тем улучшение бюджетной ситуации отмечено в 13 странах ЕС, ухудшение — в 12 государствах, еще в двух положение осталось стабильным.

Худший уровень бюджетного дефицита в Евросоюзе зафиксирован для Испании — 10,6% ВВП против 9,4% ВВП годом ранее, тогда как даже Греция, в которой уже шестой год подряд продолжается рецессия, удержала дефицит на отметке 10% ВВП. Германия вышла на профицит в 0,2% ВВП, тогда как в Великобритании отрицательное сальдо составило 6,3% ВВП, во Франции — 4,8%.

Самый низкий уровень дефицита по Евросоюзу отмечен в Эстонии — 0,3% ВВП, Швеции (0,5%), Болгарии и Люксембурге (по 0,6%).

14 из 27 государств ЕС имели по итогам 2012 года госдолг выше 60% национального ВВП, их количество не изменилось по сравнению с 2010 и 2011 годом. Лидером по этому показателю является Греция, которая должна в 1,5 раза больше своего ВВП — 156,9%. Однако Греция, несмотря на экономический спад более чем на 7% в 2012 году, добилась резкого улучшения ситуации с задолженностью по сравнению с предыдущим годом, когда показатель составлял 170,3% ВВП. На втором месте идет Италия (127% ВВП против 120,8% в 2011 году), на третьем — Португалия (123,6%). Больше 60% ВВП также должны Ирландия (117,6%), Бельгия (99,6%), Франция (90,2%), Великобритания (90%), Кипр (85,8%), Испания (84,2%), Германия (81,9%), Венгрия (79,2%), Австрия (73,4%), Мальта (72,1%) и Нидерланды (71,2%).

Тенденцию к сокращению госдолга продемонстрировали всего 6 из 27 государств Евросоюза.

Меньше всех в ЕС в относительном выражении должны Эстония (10,1% ВВП), Болгария (18,5% ВВП) и Люксембург (20,8% ВВП).

По итогам прошлого года государственные расходы стран еврозоны составили 49,9% ВВП против 49,5% в 2011 году, доходы бюджета выросли с 45,3% ВВП до 46,2% ВВП.

Лидером по объемам оказания помощи другим государствам Евросоюза по межправительственным договорам в абсолютном выражении была Германия — 56,9 млрд евро (2,1% ВВП). Однако относительная нагрузка на экономику оказалась выше всего на Мальте — 2,8% ВВП, но лишь 187 млн евро, в Словении (2,7% ВВП) и Италии (2,4% ВВП).
